The officer activated the cruiser’s lights and sirens and the SUV stopped in the center median just inside the outerbelt. Using the cruiser’s loudspeaker, the officer asked the driver to exit his vehicle.

The man, a 48-year-old Powell resident, complied. He told the officer that he was only pulled over because his girlfriend was drunk and called 9-1-1. He said that she was angry with him for passing vehicles on the back roads out of Lancaster.

The officer smelled alcohol on the driver, but the man refused to submit to a field sobriety test nor a breath test.
