County’s New Subdivision Regulations & Model Zoning

The Fairfield County Commissioners and Fairfield County Regional Planning Commission proudly announce the adoption of updated Subdivision Regulations and the endorsement of a new Fairfield County Model Zoning Code as of December 3.

These updates represent a significant milestone in the county’s efforts to promote quality growth, attract investment, and reflect the recommendations of the Fairfield County Comprehensive Plan.

“These updates are a critical step in shaping the future of Fairfield County,” said Jeff Fix, Fairfield County Commissioner. “By establishing clear standards, we are fostering an environment that encourages investment, supports vibrant communities, and ensures sustainable growth for years to come.”

Updated Subdivision Regulations

For the first time since 2003, Fairfield County’s Subdivision Regulations have received a comprehensive overhaul. Administered by the Fairfield County Regional Planning Commission, these regulations govern the division of land and include requirements for the design, layout and mechanisms for ensuring developments are constructed to county standards – such as ensuring that street alignment, lot sizes, easements and infrastructure placement are all properly planned and standardized.

The updates also include a strategic shift of construction and material specifications into two newly adopted design manuals: the Fairfield County Roadway Design Manual and the Fairfield County Stormwater Design Manual. These design manuals were created by the Fairfield County Engineer to promote flexibility by allowing engineers to propose design exceptions, enabling the development of high-quality, tailored solutions that align with the Fairfield County Comprehensive Plan.

Model Zoning Code

The Fairfield County Regional Planning Commission has also introduced the Model Zoning Code, in recognition that zoning is regulated at the village and township level. This optional resource provides local governments with the resources to create or update their zoning ordinances.

The Model Zoning Code aligns with the recommendations of the Fairfield County Comprehensive Plan and includes best practices in current planning trends, including accessory dwelling units, short-term rentals, and solar energy developments.

The Code provides guidelines on land use, density, building height, setbacks, and other key elements – with a goal to empower communities to tailor regulations to their specific needs and goals. Townships and villages can adopt the code in its entirety or select portions that best fit their priorities. The Fairfield County Regional Planning Commission staff is available to assist communities in implementing the code.

“The updated Subdivision Regulations and the new Model Zoning Code reflect our commitment to thoughtful, forward-looking planning,” said Holly Mattei, Interim Director of the Regional Planning Commission. “These tools provide a framework to guide development, streamline processes, and address the evolving needs of our county and communities.”
